Therefore, it was important in the work of student social services to take into account the peculiarities of the student environment and not just provide social services, but to involve students of different categories in working together. During the work (1999-2003) student social services have accumulated interesting work experience, created a structural model and developed certain social technologies that take into account the number of students in higher education, the nature of the institution (civil or military institution), the category of young people who needs help: freshmen; students with functional limitations; students of military institutes; young student families, etc.

The structural model of functioning is typical for all student social services. The main thing is that the service does not duplicate such organizations as student unions or student self-government bodies in terms of areas of work. Each service employs 3 specialists:

social pedagogue, social psychologist, leader.

The services are provided with premises that are properly equipped for work and telephone communication. To date, the issue of regulatory and legal support of their activities and cooperation with the structures involved in the educational process in universities has been resolved.

The Student Social Service acts as a partner of student councils, student government and student unions.

The social services provided by social service specialists have been significantly expanded. If at the initial stage the work was carried out mainly as a consultation with a psychologist, lawyer or doctor, today the social educator provides social support; conducts educational and preventive work on healthy lifestyles; advises student families and helps them solve social problems; develops and implements work on prevention of human trafficking; conducts coordination work if the student needs the help of other organizations in solving social problems.

The psychologist conducts not only individual and group counseling; it helps in the socialization and social adaptation of students living in dormitories; diagnoses a social problem; conducts educational and preventive work on the prevention of violence, conflicts or other negative phenomena.

Each student social service monitors social problems in the student environment, prepares volunteers who work not only in the social service of higher education institutions, but also in district or city specialized services of the city.

Student social services are provided by professional specialists who have practical experience. The selection of personnel takes into account their theoretical training, which would correspond to the chosen position. Student social services not only involve highly professional specialists, but also train their own staff. Today, there are many institutions of higher education, which train professional social workers, social educators, sociologists, psychologists, and one of the tasks of student social services – to enable high school students to gain the necessary experience before graduation so they can move forward , improving as professionals.

A study of the activities of eight student social services in higher education institutions, which operated in 2003, showed that not only staffing issues but also their organizational and technical support were successfully resolved, a mechanism of coordination and management between the city administrative structure (Kyiv Center for Social Services) for young people) and a separate student social service.

However, this mechanism requires refinement in the future, namely in the formation of staff units to work in the social service of the university to take into account the number of students enrolled in higher education, its specifics, the availability of faculties that train social workers , social educators, psychologists and more.

The analysis of reporting documents of student social services showed that between them and the educational department, the vice-rector for educational work, the trade union committee and the student government council, a mechanism of interaction was established, which positively influenced the development of student services and involvement of many consumers of social services. … Each student social service has a well-trained team of volunteers and social workers on a voluntary basis, which is a personnel reserve of specialists – social workers.

Analysis of the activities of social workers in dormitories showed that students are not trained to obtain information from reliable sources, they have more abstract information, so it is necessary to draw students’ attention to special brochures, booklets and leaflets placed on stands in dormitories and student social services. It is important to teach students to perceive social assistance through active methods of presenting information: lectures, conversations, discussions, trainings, to involve in focus groups, to perform creative tasks, to provide the opportunity to use information prepared by peer volunteers.

Analysis of the activities of student social services showed that the implementation of programs should take into account the specifics of each university. The main purpose of the activity – to provide social assistance to students in the process of socialization in terms of learning – remains common to all institutions of higher education, but the mechanism of their implementation through social programs should be different. Each university must determine the social programs that are more effective in solving social problems in the student environment.

It is important to note that today in the world there is an active process of globalization, which shakes the national identity, and this means leveling the foundations of human spiritual existence. It is possible that the Bologna Process, which is currently taking place in Europe and is related to the reorganization of education in European universities, is designed to make adjustments in the education of Ukraine. Today, some reforms are initiated by the ministry, some by universities. Historical experience shows, and finally it is necessary to realize that only a society develops that pays attention to the development of science and educational processes for a wide range of citizens, upholds the prestige of the scientist in the highest sense of the word: And it is this general social progress that could become the consolidating idea that we so desperately need today. And this requires the democratization of university life in particular.

New domestic and foreign technologies, distance learning, etc. are being introduced in higher educational institutions where student social services operate. However, as the analysis of documents showed, the issues of improving the financial situation of students, creating conditions for comprehensive development and self-realization of the individual, organizing activities aimed at supporting talented youth, strengthening the material and technical base of education, require not only the use of higher education resources. state support.

Our research has shown that student social services play an important role in the process of professional development of students and help the administration of higher education to more successfully conduct the educational process and train specialists in accordance with the requirements of the Bologna Process.

One of the most acute problems today is juvenile delinquency. According to official data from the State Statistics Committee of Ukraine, in 2004 the number of crimes committed by minors and young people was almost 120,000.

In recent years, there has been a decrease in the number of crimes committed by minors in the cities of Kyiv, Sevastopol and 21 regions, including Kirovohrad (-35.1%), Mykolayiv (-28.8%), Kyiv (-29.1%), Zhytomyr. -25.0%), Dnipropetrovsk (-19.3%).

However, the criminogenic situation in some regions remains difficult. An increase in the number of juvenile crimes was registered in Lviv (29.2%), Chernihiv (1.8%), Chernivtsi (1.0%) oblasts and the Republic of Crimea (1.5%).

The problem remains relevant also because the number of convicted adolescents and young people is more than 50% of the total number of convicts. Every second juvenile crime is serious. Crime is growing among girls. Recidivism increased by 20%. Up to 70% of young people who committed illegal acts were intoxicated. Almost 40% of juvenile delinquency is of a group nature. The social characteristics and structure of juvenile delinquency groups have changed. Today their number is not 3-5, but 50, 100 or more people.

Every year, crime becomes more and more widespread. It takes tens of thousands of lives every day around the world, brings great suffering and torment to people, and causes great property and moral damage to society.
